Safari Frozen with "FLASH" Popup

I foolishly turned off my ad blocker. Almost immediately, Safari (9.0.1 on Mavericks) was hit by a scam claiming my copy of Flash might be out of date and I should press Continue. I can Quit Safari normally (Force Quitting isn't required), but nothing else. Restarting Safari with the Space bar depressed doesn't work. Disconnecting Ethernet and restarting Safari didn't work. Removing Last Session.plist and History.plist didn't work. How can I get control of Safari back?
