how to activate a locked phone i bought

i got this phone given to me as a gift. My friend drives a taxi and it was left there. She turned it in and after 6months it was given back to her. She gave it to me as a gift. The phone has been erased but is still synced with previous owners cloud. how can i take it off their cloud and activate the phone so i can use it.?
