How to get Apple TV 4th Gen photos app to load pictures?

I have a 4th generation Apple TV. I have logged into iCloud on the Apple TV but the photos app will not load any pictures.

I have iCloud Photo Sharing turned on in the system settings.

Within the photos app I see the 'activity' feed at the top, and I see my iCloud shared photo streams as expected underneath.

However, none of the photos in any feed will load unless I actually open the photo/video. In the streams, all I see are white empty squares.

Also the activity feed has items but is way behind my actual iCloud photo activity stream (which I also use on my macbook and iPhone 6).

Has anyone had the same issue and found a resolution? Logging out of iCloud and then back in did not solve the issue.
