page numbers on bottom bar not showing since iOS 8 on iPad only

As you can see from this image, the bottom page numbers are not showing. All I get is a constantly progress indicator that refreshes every time I do anything. This has been broken for me since iOS 8. I'm on iOS 9.1 and an iPad Air 2. I've searched around and this seems to be fairly rarely posted and nobody has suggested any solution. I've filed a radar with Apple. I've tried fiddling with settings, rebooting, etc. It's been doing this since iOS 8.
