i cant text a blackberry phone with my iphone6s...do i have to change something in settings

No if its to an apple device its a imessage
If it to an Android phone its a sms message

Assuming you have SMS/MMS messaging provisioned in your carrier plan:
Settings > Messages > Send As SMS

Incorrect. SMS messaging works with every modern cell phone (even iPhones if iMessage isn't enabled or otherwise unavailable)

Actually, modular, that setting is only relevant to iPhones. It only affects what happens when an iMessage fails to send. It has no effect on messages to non-iPhones.
I think Apple could do a better job of making that clear.
As modular747 suggests, you need to contact your carrier and make sure you have SMS enabled on your account.
What is happening when you try to text the Blackberry?
i have unlimited texting on plan
i can rec a text from a samsung but not blackberry
the sms is activated on phone
blackberry doesn't get my texts

Are the messages sent from the BB using Text (SMS) or Blackberry Messenger (BBM)? If it's BBM you need to get the BBM app for the iPhone.

Do you get an error message? If so, what is it? Or does the recipient report that they are not getting them. In that case, the problem may be on their end.
there isn't an error message
they do not rec my text nor i theirs
my provider said it was on their end as i have iphone6 s which is the best ( called to make sure i had sms on my plan)
The BB either has SMS disabled on the phone or not provisioned in the carrier plan. You might have to actually speak to that person to straighten this out.
