My ipad was stolen, but I was able to recover. However, device is now disabled

My ipad was stolen, but I was able to recover using find my phone. I did lock and list as lost, but belatedly. I turned off the lost lock, However, device is now disabled - assuming the thief tried to break into the activation lock.

How do I get the device working again? The screen says simply "disabled, connect to Itunes" and when I connect to Itunes, it says it cannot access because it is locked.
