I keep trying to change the Apple ID to new ID, but it just reverts back to original.

Please define "change the Apple ID". What, exactly, are you trying to change? Are you getting an error message of some kind? You can only change the ID associated with the iTunes and app stores once every 90 days.
What do you mean? It reverts back to the original where? How did you change it? Where are you seeing it "reverting back"?

This is the first time I am changing my Apple ID in the manage ID settings. When I do this it receives the new ID with no problem, but when I hit save it simply reverts back to original without an error message.

If you are not being sent the verification email, then you probably need to contact Apple Support. Just a question - did you sign out of iCloud everywhere that the old version of the ID was signed in? iPhone, iPad, Computer? If not, try signing out of iCloud before attempting to change the name.
