Can I delete photos from my phone and they remain in iCloud?
I want to free up memory on my iPhone. If I delete photos from my phone will they also be deleted from my iCloud?

How are you using iCloud?
If you are using iCloud Photo Library on your iPhone, then yes, deleting photos from your iPhone will delete them from iCloud Photo Library in iCloud as well. Enable "Optimize Storage", then the photos will use less storage on your iPhone and the full resolution photos will only be stored in iCLoud
