Why are my scanned photos going to Iphoto instead of Photos?

Mac Pro, OS X Yosemite (10.10.5)

At a wild guess because something is importing them there. iPhoto won't import anything itself, but some scanner software will scan and import to iPhoto. I would start my search there.

Thank you! I made sure that my scanner is to send the pictures to Photos. i was surprised that iPhoto opened because the last time I scanned Photos opened.

Well that's one for whatever software the scanner uses, not one for either iPhoto or Photos. Neither app has the ability to import anything automatically. It's a feature of the scanner software.
