iTunes 12.3.1.23 won't download album artwork despite correct metadata

For certain albums, iTunes 12.3.1.23 won't download album artwork despite correct metadata.

It will download other artwork (sometimes even when the metadata doesn't properly match).

Is there any way to determine the metadata that must be used to force iTunes to actually download the art for a specific album from the store?

Or is there any way to download the artwork from the store to an album without changing metadata?

If iTunes works the same as it has for a while, I do not want to download the artwork manually, then manually associate it with the iTunes tracks, because that adds a copy of the artwork to each file. (if iTunes has been changed to not insert a copy of the artwork into all of the track files when manually adding artwork instead of downloading it from the store in iTunes, please let me know)

There seems to be an issue in the interaction between iTunes and the Store which results in failure to return artwork even when metadata is matched. From reports here and elsewhere, this started with the release of iTunes 12.2 and the launch of Apple Music, and many only affect some recent releases, Pending a fix (which could be an iTunes update and/or correction to the operation of the Store) there's no alternative other than adding artwork from other sources.
