Apple TV Skyworth Television CEC settings

I'm using my father's Skyworth 50" TV in the Middle East, and I can control the volume of the television automatically with Siri Remote, but it won't power on/off when the ATV4 sleeps/wakes. If it controls the volume, the television has CEC, correct? In remotes/devices the power on/off option is grayed out. There is no option in the television settings for remote control functions. Am I out of luck?
