Personal hotspot does not show up on my ipad air 2

I couldn't find the oersonal hotspot on my ipad air 2 iOs 9.1. I even did research many times and followed many tips, best answer but i still not saw it.

here is my screen

As you can see, there is no personal hotspot in cellular data & apn settings. Please help me.

Are you certain your cellular carrier supports Personal Hotspot?

If so, are you certain your plan has the Personal Hotspot option included? (It often costs additional.)

I didn't know it must be supported by my cellular carrier. Let me check it.
