I bought an app on my i-pad mini and now I want to transfer it to my i-phone 6s. The problem is that it doesn't show up in app purchases even though I purchased the app. Iv'e linked both devices to the same apple ID but it still wont show up. What do I do?

Some apps are not universal. Are you sure the App is for BOTH iPhone and iPad?
That too. If the app is universal its download/get button has a little + on it. If there is no plus then it does not scale for multiple types of devices. (I phone apps can run on iPads usually, just with a smaller screen, but there are iPad apps that do not scale down for an iPhone or iPod)
