Unable to reply or send from e-mail with IPad & 9.1

I have an Ipad 4 with most recent IOS 9.1 software. I'm currently unable to reply or send new e-mail, from my server based Outlook. It worked for more than two years. I had issue with screen freezing, as well. Did a complete system restore to factory settings without using saved data from Icloud or Itunes. The Freeze issue still persists intermittently. I've tried deleting the email address and inputting a new one. The same information works without issue on my Iphone 5S
