Purchased a Apple Watch from Best Buy that had been returned. Original purchaser can not be contacted. The phone is synced to their account, how can I sync it to mine?

You can't. Take it back to Best Buy and request a refund.
I can't take it back, I am leaving the country. Surely there must be a way to un-sync it. I even was able to purchase Apple care on it!

If there were some way around this, then Activation Lock would not be a very robust protection.
I just went through this prior to leaving for an international trip. BB had to replace the first open-box Watch which was good as the next one turned out to have been barely touched. However, I am going to return the open-box when I return home as I was able to purchase a new one for the same price that I paid for the open-box Watch.

I had this happen to me at Best Buy when an iPhone I purchased there broke under warranty. I was given a refurbished one under the warranty. When i came to pick it up and they tried to set up for me I had the same problem that it was still linked to the former owner's account. I remember they made a few calls trying to unlock it but to no avail. They had to get another replacement sent. 😟
