Re-syncing Live Photos?

Hello,

I'm in the process of re-formatting my PC, and I was wondering what's going to happen to my live photos?

I backed them up to my external drive, and backed them up to iCloud. But I'm wondering once I setup iTunes and sync my iPhone to my "new" library, will it re-sync the live photos back and in one piece?

I've done some researching and from what it sounds like it has to be through USB for it to be able to work?

Can anyone elaborate or expand on this?
