Cloud problem

I am unable to upgrade to iCloud 5 as the installed software seems to be corrupted. I am unable to uninstall from Windows 10 Control Panel and the new software will not install even when tried manually. So I'm stuck.

iPad Mini, iOS 9.1, Windows 10 OS
