Error 8003

I am trying to download two movies and keep getting "error = 8003. This is not due to high demand because I have a long list in my queue that this is happening with. It isn't allowing me to download my purchases. My long list in my queue is mostly purchases that are already downloaded that want to download again and I tried everything I could think of to get rid of them.

MacBook Pro (Retina, 15-inch, Mid 2015), OS X El Capitan (10.11.1)
