how can i get iOS 7.1.2 on my 5s

I want to go to iOS 7.1.2 on my iPhone 5s without going to iOS 8 and then backing down to 7. Is this possible?

iPhone 5s, iOS 7.0.6

No. If you somehow force-install any iOS version older than 9.1 on an iPhone 5S, it won't activate.
