Iphone 4s wont unlock

my husband iphone 4s phone wont unlock the phone hasnt been dropped and screen isnt cracked. i have tried a hard reset but it isnt working.

Why not? What happens when you try? Is it rejecting the passcode or is the screen just completely unresponsive?
