Macbook bluetooth problems

When I try to connect my Macbook pro to my ipad by bluetooth I get the pair message and the numbers match so I click pair but they do not connect.

Have also tried to connect Macbook to husbands windows PC via bluetooth and the same happens..in the bluetooth preferences it says they are connected for about 3 seconds then go back to being not connected.

MacBook Pro with Retina display, OS X El Capitan (10.11.1)
