It sounds like you have some apps that aren't functioning correctly and your charged percentage isn't being reported correctly. For the first issue, any time that you have an app that is not being responsive, or functioning erratically you can force it to close so that when you re open it, it should refresh and function as it should again:

As for the charging issue, I would start by forcing the Settings app to close with the steps above, then restart your phone:
iOS: Turning off and on (restarting) and resetting

If it does, then restore your backup to either verify it still works and the software just needed reinstalled, or isolate the issue to the backup file itself. -
