Yoh cannot as it is a default setting built into iOS. You can submit feedback to Apple though at http://www.apple.com/feedback/ (choose an iOS device to submit feedback about iOS itself).
If you are getting the request to enter your lock screen passcode due to 48 hours of inactivity even though 48 hours haven't elapsed, that is a bug that was introduced with an iOS 9 update and it is occasionally affecting me as well. Nothing that you can do but wait for a fix in a future release or submit feedback.
