Locked iPhone?

I bought an iPhone 6s from Apple back in Sept before my current contract was finished, so put my current SIM (O2) in my new phone.

My contract has now finished and I was hoping to change service providers, but the phone has locked to O2.

I was under the impression (maybe naively) a phone bought direct from Apple wouldn't lock to a SIM?
