How can I change the region of my app store? Because I moved to the netherlands and I am not able to download dutch apple stores apps( billing address)

To buy from the Dutch App store or iTunes store you need to be a permanent resident with a billing address in Holland and to use a credit card backed by a Dutch bank. Unless you meet these conditions you cannot use the Dutch App store or iTunes store.

It is worth noting that managing purchases made from multiple stores is problematic. If possible stick to the one store.
