Why am I unable to sync my iPhone with my Windows Computer (using iTunes for Windows)?

Hello, I am new to iPhones. I have always had a Samsung where I can download files straight from the internet to my Music Library. But, since I've gotten this new iPhone 6s, I havent been able to sync music files from my computer to itunes on my phone. I ALWAYS get this notification.

It is quite annoying. (especially right now after BTS' comeback and I want the files on my phone)
