How do I delete icloud account after resetting Ipad Mini?

I have been able to reset the Ipad Mini. As part of the device activation process,I entered wrongly my apple id password and the device tells me "this account cannot be used to activate the device"., even after changing the apple id password. I was able go to the basic icloud.com. But I am not able to use the same apple id to activate the resetted device.Please help. Thank you.
