can't create iPhone playlist while plugged into iTunes

Woke up this morning and the File>New>Playlist option for my iPhone is greyed out in iTunes. iPhone 5, iTunes 12.3.1

Anyone know what's going on?

MacBook Pro, OS X Yosemite (10.10.2)
