The dock disappears whenever I am on a web browser. It's meant to reappear when I drag my pointer to the bottom of the screen but this doesn't always work. Very annoying, especially when I want to switch to a different program! Can I simply have my dock be present full time? After all, isn't that why it's called a dock?

Yes
>System Preferences>Dock
The Dock will not show if your App is in Full Screen Mode however.
command Tab is another way of switching open apps.
System Preferences > Dock
Uncheck the box beside "Automatically hide and show the Dock.".

I am glad you found the tip helpful.
Just as you can command Tab forward by continuing to hold the command key down, the Tilde key makes it go in the opposite direction. Of course once the heads-up screen is visible you can always use your mouse to navigate or the command Q to quit an app.

Except that the problem isn't solved. Open applications that you can tab between aren't the only things on the dock, so when it vanishes and there is no way to get it to return other than rebooting, it's an issue that needs to be resolved.
