dock disappears on el capitan

The dock disappears whenever I am on a web browser. It's meant to reappear when I drag my pointer to the bottom of the screen but this doesn't always work. Very annoying, especially when I want to switch to a different program! Can I simply have my dock be present full time? After all, isn't that why it's called a dock?

Just as you can command Tab forward by continuing to hold the command key down, the Tilde key makes it go in the opposite direction. Of course once the heads-up screen is visible you can always use your mouse to navigate or the command Q to quit an app.
