I have set up Family Sharing on our iCloud account, added two family members (one adult, one child) so far without problem, now cannot add the third person

I have set up Family Sharing on our iCloud account, added two family members (one adult, one child) so far without problem, now cannot add the third person, my 17 year old daughter. I have tried using her Apple ID & email addresses, each time getting this far
