every time I try to close safari (yes ive tried command Q) or even try to press on it it makes a doo sound and doesn't respond. How should I close it?

You can use the force quit keyboard shortcut.
Command + Option + Esc
If that doesn't help, go to your Apple menu top left in your screen. From the drop down menu click: Force Quit
