Q: App download problems

I bought two iPods same model MC540LL/A and on one it gives you option to download older version of app but the other just say needs updated iso and doesn't give option to download older version at all. What's the deal?! Help please

iPod touch, iOS 6.1.6

Are they using the same Apple ID?

Then you have to first "purchase" the app on a computer using that ID and then the last compatible version will be available when you try to get the app on the iPod.
Install the latest compatible version of an app on an earlier version of iOS or OS X
