Backup taking up 4GB, but under storage no backups present

So I have 4GB of backups being reported on the main screen to iCloud. But when I go under storage it tells me I have no backups to remove.

Actually I tried to create space by removing all my backups, and the result was simply I lost space on iCloud because my free space didn't go up, but my backups went away. So now I am in the worse possible position where my phone is no longer being backed up, and I didn't get to reclaim any of the space...

Anyone have any ideas?
