cannot recieve mail from icloud

iPad 2, Keep getting a message to log in to iCloud and now I do net get iCloud mail. I can send mail from iCloud and I can recieve on other email accounts.

I get the same thing on the iPhone 4S

iPad 2, iOS 9.1
