iPad died. How to retrieve iCloud data (and erase device) ?

My iPad died, so I'm selling "as is".
I don't have another iPad, so I need to access the data in iCloud on a PC.
I have used iCloud before from a browser, so I will try that.
But there is an app called NoteSuite that has HUNDREDS of my files.
I know they went out of business, and said they were going to provide some sort of data-export tool,
but I haven't been able to find it. Does it run on a PC?

iPad was fun, but wasn't a real work-tool in my opinion. PLUS I lost gobs of files
when another app had bugs. For these reasons, I am not going back

And if the buyer is able to repair the iPad, I will need to give him the 4-digit passcode, right?
But I want to erase the data before he can access it (lots of passwords for email, other
websites, etc...not to mention photos, personal journals, etc.)

Heee-llllll-ppp!

I see below that this doesn't really fit into any of the supplied categories.
Sorry for being such a newbie about this. I don't want to become an expert to fix this problem.

I found the NoteSuite export tool, but it doesn't find any NS data.

I Did a Restore of an old Backup from the other iPad (I bought another to get my files).

But no luck using iTunes to Restore from iCloud or iTunes backup to my PC.

I am using the iPad for a longer while now, because the Kindle app on it works better than the one for Windows.

(It allows four colors of highlights, nt just one. And selecting text has no bugs.).
