Contact the person you bought it from. They need to follow the instructions here to remove the lock: What to do before selling or giving away your iPhone, iPad, or iPod touch - Apple Support
If the seller will not or can not remove the lock, get your money back. If that's not possible, turn it over to the police and give them all the information you have regarding the seller. There is a good chance that it's stolen.
There is no way to bypass the activation lock.
That is the Activation Lock. Without help from the previous owner, there is no way to get around it. Return the iPhone and request your money back.
