Why does the scroll down bar appear sometimes and other times it dissappears? Never had a similar issue with Android.

It appears when you scroll and disappears when you do not scroll. That is the way it is designed. Android has nothing to do with this.

My expectation is that simply by moving the cursor to the right the scroll bar would appear but it seems i have to click the up or down arrows to activate the scroll bar? Is that normal?

Go to System Preferences > General > Show Scroll Bars > Always
