There's no itunes store in Morocco and I can't download any apps without an itunes account so is there any way that I could use a different country until I'm fully registered then change the payment settings?

No, you have to be in a country and have a billing address in that country on the account to use its store - being in a country is part of the store's terms. Until if/when Apple open an iTunes store in Morocco (we are fellow users, we won't when that might be) then unfortunately you won't be able to have an iTunes account and download iTunes content
