If you are referring to Activation Lock, where in the attempt to activate the device, it is asking for the iCloud ID and password for someone other than you? Then you need to get in touch with the original owner of the device and ask them to remove it from their iCloud account. Without that, you will never be able to activate the device. I'm guessing that you did not purchase the device new, and that you are not the original owner?
