What needs to be done if screen colors on my iPad become distorted?
The colors on my iPad screen are distorted. I cut it off for a while then cut it back on. The screen still has distorted colors.

Distorted how? Are the colours consistently wrong on the entire display, whites no longer white? Or are there colour anomalies only on parts of the display? Do you know what model iPad you have and if its still on warranty?.
If restart hasn't fixed it then its likely to be a hardware issue. You might want to take it in to the Apple Store if you live near one and they can diagnose and provide a repair estimate.
