itunes match does not appear in my itunes account

I paid for itunes match, Apple was very quick to bill my credit card, but itunes match does not appear in my itunes account. My account is on my PCWindows 7 and I updated my itunes account. I have unloaded and reloaded the itunes account numerous times and still nothing. I have clicked on "add this computer" and NOTHING happens, it just gets stuck on "accessing itunes store" or something like that and then it just sits. Apprears that i have waisted $25.
