Well, then I would hope that you have made a backup of the device, either in iTunes or iCloud before the device was lost. That way, you can restore a new device to that backup. That would be the only way to recover data, unless you were syncing your data from supported applications on the computer. It cannot just magically appear.

No, not if it is blocked by your school's Wi-Fi. They generally do that on purpose. Attempts to circumvent that can cause you to lose your Wi-Fi privileges. What kind of school, high school, college?
