Sorry to hear that your iPad is not responding to your touch inputs. To get passed this, you can try a few things out.
The first would be to clean the screen or remove any screen protector that you might have on to see if that is causing the issue. Try restarting your iPad as well. If it continues, you will want to contact Apple Support for additional support. Take a look at the article below for more details.
