I would like to inform you that i have reset my iphone 4s,
When I have created apple id there show payment method which three option visa, maestro, am-ex, there is no any other option,
Please help us for the same how to access my iphone 4s.

It sounds like you are not seeing an option for "None" as a payment method when setting up you're Apple ID with iTunes. The following Knowledge Base article offers up some great information in that regard:

Most likely, it is because of this reason that you are not seeing that option:
If you're using the iTunes Store or App Store for the first time
If you're using the store for the first time with an existing Apple ID, you must provide a payment method. After you create the account, you can change your payment information to None.
If you're creating a new Apple ID, you might be able to create an account without entering your credit card details.
