I have by new iPhone 6s Plus from Dubai and I don't have FaceTime in my iPhone how can I dowland the facetime

You can not. If the iPhone was purchased in a region where FaceTime is banned, you can not install it.

FaceTime is not allowed, and therefore not installed on iPhones sold in Dubai per government restrictions.
