My photos and videos aren't loading and down the bottom right corner is a circle with an exclamation mark what do I do

my photos from about a month ago backwards are now showing clearly they are fuzzy and a little circle with a timer on it appears and when they won't load an exclamation mark appears .. its wedding videos etc that I want to share and can't please help
