Will the 38mm Milanese band fit with the 42mm Face?

No - any 38mm or 42mm Apple Watch band will only fit an Apple Watch of the same case size.

There is no way to remove links from the Milanese Loop. The adjustable magnetic closure makes it suitable for the wrist circumferences indicated in the Sizing Guide, but it cannot be adjusted beyond those lengths.
