Server 5 not logging AFP activity and errors

Here is a new one:


I am running Server 5.0.15 on OS X 10.10.5. I have previously enabled both activity and error logging for AFP service, and logging was working up until recently. I had a situation that led me to look at the logs, and found that the activity and logs we not being recorded. I double checked my AFP settings and everything looks good. Both my activity log and error log are set to "yes".


I thought there may be an issue with the log files, so I recreated the log files, and still no luck. Does anyone have any ideas on what I can try to get these logs running again?
