i cant change my account information

My old debit han been blocked for some security reson and i want to update my new debit card information in my account but when i am submit my new information its show a error (your payment method was declined.please enter a another payment method

so kindly help me in this issue becuse of this issue i cant install any apps from apps store and my work suffring for this kindly resolve my issue ASAP
