There is no way to restore without connecting to iTunes. You can restore it on any computer running the latest version of iTunes. An Apple Store can do it for you, if you make an appointment at the Genius Bar. If you have an iCloud backup, (assuming that you don't use iTunes on a computer or you wouldn't be asking) you can restore that after you activate the device again.
